Andrew brings nearly a decade of disaster recovery experience supporting public agencies, utilities, and state recovery programs. His assignments span California, Florida, Georgia, New Mexico, and New York, with work across hurricane, wildfire, severe storm, and COVID-19 recovery.
He has served in Program Delivery Manager, Disaster Assistance Manager, Public Assistance Specialist, and Lead Claims Reviewer roles. His experience covers project formulation, eligibility and documentation review, reimbursement, cost reconciliation, agency coordination, and final accounting and closeout.
Andrew’s earlier service as a Volunteer Fire Captain with Butte County Fire / CAL FIRE and a CAL FIRE Hazard Mitigation Inspector adds field experience in emergency response, defensible space, and wildfire risk reduction.
As Principal of Disaster Recovery Advisors LLC, Andrew provides direct consulting and subcontract support to applicants, recipients, engineering firms, and recovery teams.
